Exchange Students - Procedures - 3142-P

The Superintendent or designee shall annually determine building capacity levels utilizing the Capital Facilities Plan (w/portables) to determine if space is available within individual schools to consider the acceptance of exchange students. See Board Policy 3141/Procedure 3141-P. Assuming the Superintendent or designee has determined building capacity allows consideration for acceptance of exchange students within individual schools, the District will utilize the following standards for considering all applications:
- Authorization for foreign exchange students will be based on the following standards:
- The student must be eligible for possession of a valid visa.
J-l foreign exchange students will be considered for enrollment based on a recommendation from an agency approved by the Council on Standards for International Educational Travel (CSIET) and the United States Information Agency (USIA), and verification of in-district residency of the host family. - Students applying for the foreign student enrollment program must complete the application process by June 15 prior to enrolling the following September.
- The foreign student enrollment program shall be limited to grades 9-12.
- The duration of any J-l student's program shall not exceed one year.
- The foreign student enrollment program shall not exceed ten (10) students per high school.
- Based on the recommendation of the United States International Communications Agency, the following student attendance guidelines shall apply:
- No more than four (4) students from any one foreign exchange agency shall be authorized per high school.
- No more than three (3) students from a single country shall be authorized per high school.
- No more than four (4) students from any one foreign exchange agency shall be authorized per high school.
- To be eligible, students must not have reached the age of 18.
- To be eligible, students must not have graduated in their own country.
- To be eligible, students must have a grade point average (GPA) of 2.5 or above from the last two years of schooling.
- The student must be eligible for possession of a valid visa.
- Required Supporting materials for J-l visa students shall include:
- A completed Certificate of Immunization indicating adequate immunization per Washington State Law RCW 28A.2l0.l6O.
- A copy of the student's birth certificate documenting that the student has not reached the age of 18.
- Verification of residency within Mukilteo School District.
- Verification of financial support.
- Documentation of English proficiency. (A Test of English and Foreign language (TOEFL) score of 500 or better and/or a letter of application in English, in the student's own handwriting, will be accepted.)
- A transcript translated into English showing a grade point average (GPA) of 2.5 or above from the last two years of schooling.
- Prior to enrollment, students must possess a valid J-1 visa through an approved exchange agency.
- A completed Certificate of Immunization indicating adequate immunization per Washington State Law RCW 28A.2l0.l6O.
- The principal or designee at each building shall be the person to authorize the acceptance of all foreign exchange students based on the requirements stated above. The principal shall have the discretion to manage the foreign student enrollment program within their building in accordance with resources available. In the event that an authorized student needs academic, social, or financial support beyond the normal high school course of study, it shall be the responsibility of the sponsoring individual or agency to provide this support.
- Students wishing to pursue a Mukilteo School District diploma must have senior status approved by the principal or designee at the time of enrollment and successfully complete a course of study indicative of one year worth of appropriate credits, including successful completion of specific courses required for graduation by Washington State law (e.g., Washington State History). All other foreign exchange students will receive a transcript documenting courses taken and credits earned, along with a Certificate of Attendance.
