Safety and Security Staff - 4412


"Safety and security staff" means a School Resource Officer (SRO) as defined under RCW 28A.320.124, a school security officer, a campus security officer, and any other commissioned or noncommissioned employee or contractor, whose primary job duty is to provide safety or security services for the District.

Duties and Responsibilities

The mission of Mukilteo School District's safety and security staff is to improve school safety and the educational climate at the school. Safety and security staff will work in collaboration with building leadership to develop positive relationships with students, parents, and staff, and to help promote a safe, inclusive, and positive learning environment. In addition, the safety and security staff are valuable members of school-based threat assessment teams, which are preventative in purpose. They are encouraged to participate consistent with Board Policy 3225 and Procedures 3225-P – School-Based Threat Assessment. Safety and security staff will be part of the school community through participation in staff and student meetings and assemblies as appropriate.

The primary responsibility for maintaining a positive and supportive school climate resides with school building leadership. Principals or their designees will handle all student discipline matters consistent with Board Policy 3241 and Procedures 3241-P – Classroom Management, Discipline, and Corrective Action. Safety and security staff are prohibited from becoming involved in formal school discipline situations that are the responsibility of school administrators.

Teachers and school administrators may ask safety and security staff to intervene if a student's presence poses an immediate and continuing danger to others or an immediate and continuing threat of material and substantial disruption of the educational process or in other emergency circumstances consistent with all Board policies and procedures. Safety and security staff do not need to be asked before intervening in emergencies.

The SRO duties do not extend to immigration enforcement and the SRO will not inquire into or collect information about an individual's immigration or citizenship status, or place of birth. Neither will the SRO provide information pursuant to notification requests from federal immigration authorities for the purposes of civil immigration enforcement, except as required by law, consistent with Board Policy 4411 and Procedures 4411-P – Relations with Law Enforcement and Other Government Agencies.


The Superintendent will establish procedures by which students and/or their parents/guardians may file complaints with the District and, when applicable, a local law enforcement agency, related to the District's safety and security staff including the process for investigating and responding to such complaints.

Annual Agreement

The District and the local law enforcement agency(s) will adopt an agreement and annually review the SRO program using a process that involves parents, students and community members. Law enforcement agencies are responsible for training their employees, including SROs. Therefore, the law enforcement agency will confirm in the agreement that SROs have been trained in all the topics required by law. In addition, the agreement will also incorporate the SRO's duties and the limitations thereof consistent with this policy, other related governing policies, and the governing regulations.
