Use of School Facilities - 4330

The Board subscribes to the belief that public schools are owned by the community and operated by District personnel and for its students and patrons. The public is encouraged to use school facilities but shall be expected to reimburse the District for such use to insure that funds intended for education are not used for other purposes. In the event of an emergency caused by war or natural disaster, buildings and other facilities will be made available for use in providing mass shelter and care of disaster victims.

Attendance at an activity held at District facilities by a nonpaying group shall be open to anyone whose interest is consistent with the purpose for which the group is assembled. Groups whose activities restrict participation in any way such as religious organizations, issue-oriented groups, fraternal organizations, educational programs, and select athletic teams shall pay according to the rate schedule.

Community athletic programs that use District facilities shall not discriminate against any person on the basis of sex in the operation, conduct or administration of their program. Additionally, youth organizations engaged in athletic activities that use District facilities must provide a statement of compliance for the management of concussion and head injury in youth sports as required by RCW 28A.600; a statement of compliance with the policies for sudden cardiac arrest awareness as set forth in RCW 28A.600.195; and provide proof of insurance as required by RCW 4.24.660.

The Superintendent is authorized to establish procedures for use of school facilities, including rental rates, supervisory requirements, restrictions, security, etc. The official programs and activities of the schools in the District receive first priority for use. The District reserves the right to cancel approved applications when school needs arise. For prioritization of use and rental rate purposes, organizations seeking the use of school facilities have been divided into five categories:

GROUP S

Mukilteo School District Sponsored Users. (Priority #1)
The official programs and activities of the schools in the District receive first priority for use. This includes those groups or individuals that are officially formed or subject to control by the District such as PTAs, site councils, ASB organizations, staff committees, task forces, and citizen advisory groups.

GROUP A

MSD affiliated non-profit groups and non-profit local youth organizations. (Priority #2a and #2b)

Priority #2a
*Non-profit groups affiliated with the Mukilteo School District whose purpose is to support the mission of the District .
*Non-profit local youth organizations whose main purpose is to promote the welfare of youth within the District boundaries These organizations must be open to all District students.
*Non-profit individuals or programs that supplement the District's instruction of students such as art, world language and music classes.
*Camps open to Mukilteo School District students only with volunteer coaches.

Priority #2b
*Youth activities and organizations that do not meet Priority 2a criteria but whose participants reside in the District. Games and tournaments involving out of District students for these groups are Group B activities.

GROUP B

Local service and civic organizations and youth activities not in Group A (Priority #3)
*Groups/events whose main purpose is to promote the welfare of youth and/or adults of the local community.
*For-profit camps with all Mukilteo students or student lessons with salaried coaches/teachers.
*Select team competitions.
*Group A user tournaments that are open to non MSD students.
Civic and service groups not in Group A. Youth activities and organizations that do not meet Group A criteria and/or are based outside the District boundaries.

GROUP C

Organizations or non-community groups whose activities do not directly support or supplement the District's educational program. (Priority #4)

Includes, but not limited to, religious institutions, adult athletics, colleges, and governmental organizations.

GROUP D

Non-District sponsored or for-profit groups. (Priority #5)
Organizations that charge an admission, political groups, businesses, and memorial services.

Authorization for use of school facilities shall not be considered as endorsement of or approval of the activity group or organization nor for the purposes it represents.
