Capital Bonds for Schools
What is a Capital Bond?
A Capital Bond is a funding mechanism that allows the district to complete major projects, including addressing facility needs, new construction, renovations, and safety improvements. The funds can only be used for capital projects, not daily operating expenses.
How is a capital bond different from a capital projects levy?
Educational Program Levies are for learning. They are short-term, smaller dollar amounts. Capital Bonds are for building schools or replacing essential life safety infrastructure, and provide financing for a long period of time. Who decided what projects will be a part of the bond?
The 2026 Capital Bond Advisory Committee (CBAC) determined which projects to include in the $400 million bond package, which the School Board approved on September 9, 2025. The CBAC met from January through June 2025 to analyze and study a variety of data and information regarding the District’s facilities to determine bond packages for School Board review and approval.
What percentage of the vote is required for the bond to pass?
Capital Bonds require a supermajority, or 60% approval, to pass and require a minimum number of voters to submit ballots for validation. To validate approval, the total number of ballots cast must be 40% or more of the total ballots cast in the previous General Election, held in November 2025.
If my property value increases, does the district collect more money?
No, voters approve the total 2026 Capital Bond Amount, $400 million. The District cannot collect more than the approved amount even if property values increase. In fact, as property values increase or new homes & businesses are built, the tax rate may go down.
Where can I find information about property tax exemptions available for seniors and disabled citizens?
If you are aged 61 years or older or are disabled, own your own home and have an income of $40,000 or less per year, you may qualify for an exception from voter-approved levies and bonds. For more information, go to Snohomish County Assessor’s website or call 425-388-3540.
Will the district hire local contractors to do the work?
Mukilteo School District will hire local contractors to do the work to the greatest extent possible. The District will follow state procurement laws for publicly funded projects. Local contractors are encouraged to bid on our projects. The district hosts and participates in various outreach events to reach local, small, and diverse businesses to potentially bid on our projects.
